“In 2033, while the UCAS merger was still young and ongoing, legislators from the southern states staged a walkout. They met later to discuss secession among themselves, a discussion that ended up as a no-go. It evidently remained an option to them, because that’s exactly what happened the following year when they broke away as a protest against what they saw as preferential treatment for northern sprawls. Texas, Oklahoma, Missouri, Arkansas, Louisiana, Tennessee, Mississippi, Alabama, Georgia, North Carolina, South Carolina and Virginia seceded from the UCAS, forming the Confederation of American States (CAS). Though Florida had been part of the original secession talks, the state instead decided to join the new Caribbean League.” – Shadowrun 4, 20th Anniversary Edition
Despite declaring their independence in 2034, to the average citizen, there is little difference between the Confederation of American States and the United Canadian and American States. SINs are still required for citizenship, megacorps are still generally believed to hold all the cards and pull all the strings, and runners still make their profits by quietly flouting the law.
Organization of Government
The CAS retains a structure very similar to the old USA of the 20th Century. Executive authority rests in the President with a Senate and House of Representatives handling legislative duties. Unlike the modern UCAS government, each state has 3 senators and the CAS has reinstated a fully-empowered Electoral College for presidential elections. “Cabinet” positions in the old USA are referred to as Bureaus in the CAS.
